Very Solid! Great feel to CC. has a lot of attitude.
Things that bug me are the way you rendered the gloves and the boots. Its unclear and not helping to define the form under them. Its a different material than the pants and shirt but its rendered in the same way. That being said I love how you rendered the pants and shirt! Lastly his left foot isnt grounded and looks like it's floating a bit.

Thanks alot , I really had no idea what to do with the rendering on his gloves + boots , I just knew I wanted them differant then the rest of his outfit .
Rendering out clothing can be a real pain ,I guess that's why I dig the superhero tights more .
this is even better than the Venom! But i have to agree on the comment about the bots and gloves. I just cant believe the amount of detail that u can fit into a drawing!
I'm not sure about the rendering on the gloves and boots. What are you going for there, DS? The shoulder pads are throwing me a little too. When did he get those? I'm digging the cape though, and I like the wrinkles on the front of the jacket. Looks like you're still working on the lighting though. The shadows seem a little random in places.
It's great seeing you draw something a little different instead of the overly muscular venom-type characters. It's good to see you're willing to step out of your comfort zone once in a while. I think that's one of the best ways to grow as an artist--take some risks. You won't always be completely successful, perhaps, but that's the nature of experimenting. Fortune favors the bold and all that...
maybe I'll try out a Masters of the Universe character now that it was mentioned .

I really was just messing around with the boots and gloves to see what i could come up with ,, kinda a shiny leather texture . I guess it did'nt work well . I seen one pic of CC with the shoulder pads and I liked the look of it so i tossed them in . Some Joe fans might not dig it .

I'm not really a Joe fan--I was just curious about the different costuming. Sometimes it can be a lot of fun to tweak costumes and uniforms. I really think Cobra Commander needs a cape.
I really never got into the whole GI.joe thing either . I grew up in the 80's and I think all i got was a GI.Joe coloring book , I remember i traced the pictures out of it instead of coloring it .

Digging the pose. the rendering works really well in places (torso, cape..) and is a bit overkill in others CC4s left leg for instance which allows almost every single muscle striation to show through.
It can be really beneficial to study how fabrics work, I found that if studied it can be learned pretty quickly.
As for the boots and glove, simplify! Leather is mainly dark, with sparse highlights here and there, on the folds and where the fabric is tense mainly.
I dig how menacing you made him, he looks like a villain.
I think if you made the gloves and boots a solid black with simple highlights (mentioned by Jel), it would give the eye a place to rest and show a different texture. I also think it would create a nice contrast which would make it pop.
Although this is cool, I think what you should really be drawing is the Baroness. Hot chick in black leather, hello?
