I really like the bottom one! The upper one makes me think of the hammer and sickle, which perhaps is not what you very going for. Also, the 5 looks very WordArt-ish.

I really like the "back to back" look that is going on. Makes much more sense. Shows the fighting but also unity and with the hydrant at the center.
