If you want to link the pic, you can either use the URL of the image, which ends with the actual file extension ( in your case .jpg) and manually type image tags [IMG] and [/IMG]
or you can use the "A" Button in the right corner above the posting box, and there click the "image" button, which will bring up a menu with all kinds of options. Leave those alone and just paste the same URL in the field, hit save and your pic should show up inline.
The Forum revamp brought along a lot of additional options to upload, but those seem to be disabled or restricted to certain accounts, so that will only bring up error messages. The above mentioned methods worked fine for me on multiple devices and platforms.

Notice: The forum is having trouble with polls. The fix I've found is to uncheck the poll deadline box after you set the deadline and then check the box again. It should allow you to post. If you still have problems, I can post the poll for you.
