Photoshop Perspective

There is a vanishing point tool that I've recently come across in CS4 that creates a one point perspective plane. This seems like it could be a very useful tool, but I can only get it to work on an uploaded image (i.e. a picture of a building) but not when I open a new document and start drawing. Is there any way that I can use this tool at any time, or is it only for pictures?

It only works in RGB mode.
