so nobody decides the medium then? Because usually in a draw-off the one who starts it mentions the medium too, thought it would be the same here.

I think in competitive draw offs where you generally accept and not specifically the medium may be too much of a power to have. Everybody wants to compete, but people have different strengths, and different tools, For example if you choose ink as your medium, what if your opponent has no inks, paints photoshop, you get the idea
