I remember reading here about art paper absorbing moisture and not responding as well to ink. Is that true? The same markers I've been using have started bleeding into the paper; I thought it might be from the humidity. Can I solve this?

Yes excessive humidity can affect the way paper takes different media. It can even affect pencillers. The only way around that I know of is to work in an air conditioned room or get a dedicated dehumidifier.
on one of scott mcdaniel's very comprehensive tutorials (i'm sure you can find it in the LINKS section here) he lists a hair dryer as one of his supplies for drying out the pages
