Hi, is there a way (or software) that will enable the user to save a pictue off the net by just hovering the mouse over the image and then pressing a button or a combination of buttons?

right click on it and "save picture as".

or if you want to do it the hard way, click 'Print Screen'

open up photoshop (or something similar)

create>new

paste (ctrl+v or edit>paste)

crop the picture

file>save it as whatever you want

This just a laziness thing?

In explorer right click and press "s"

In Firefox right click and press "v"

If it's one of those webpages where it won't let you right click and save something you can use the print screen and paste it/crop in an image editting program, or you can get something like "Snag-it".

Internet Explorer 6 will do the exact thing you described. When you hover over the image (if it's not a real small image) for 2 seconds, a bar will appear at the top left corner of the image with a common Save to Disk icon on it.
