I know this is probably dumb question but does anyone know of any small press publishers who are accepting submissions for writers actively? Or any publishers for that matters.

Sorry to be a downer, but those publishers don't exist.
From what I understand, your best bet is to pitch a story to a publisher, get some interest, then use that interest to entice an artist to team up with you. Publishers don't accept scripts.

I have to agree- work on something for yourself. The biggest names (including Alan Moore) started off on independent titles before getting the big name ones. Setting up a webcomic is a good start. Good luck!
My suggestion is to save up the money and pay a good art team to draw your script. Print-on-Demand (as in Ka-Blam.com) has erased the huge roadblocks that used to exist in order to self publish.

Just make comics. Thats your best bet.
